The left-hand pie chart in the second row shows the percentage breakdown of administrative complaints registered in four categories: time extensions, 29 percent; delay, 51 percent; fees, 7 percent; and miscellaneous, 13 percent.

The right-hand pie chart in the second row shows the percentage breakdown of refusal complaints registered in three categories: exemptions (includes section 68, 68.1 and 68.2 exclusions), 61 percent; special delegation, 12 percent; and no records/incomplete response, 27 percent.
